Viceadmiral (Peruvian Navy)

Chairman of the Council of Delegates of the Interamerican Defense Board


Viceadmiral Rios was born April 14, 1961 in Lima, Peru. He studied at San Agustin College and afterwards entered the Navy on February 28, 1977, graduating from the Naval Academy as Ensigned on January 1, 1982.

He specialized in Surface Warfare, Electronics and Communications. He has completed courses on Naval Systems and Electronic Warfare in The Netherlands, the Basic Course for Staff Officers and of the Command and Staff Couse at the Peruvian Naval War College, the Course in Hemispheric Defense and Security of the Inter-American Defense College in Washington, D.C., and the Course of National Development in Taiwan. Admiral Rios has a Master’s Degree in Defense and Hemispheric Security from the Universidad del Salvador (Buenos Aires) and a Master Degree in Maritime Strategy from the Peruvian Naval War College.

He is a graduate of a Business Administration Program (ESAN), and is a certified Maritime Surveyor in Maneuvering, Navigation, Hull and Machinery. 

During his service at sea, he served on numerous occasion on board the B.A.P. Villavicencio, B.A.P. Almirante Grau and B.A.P. Montero in the areas of Communications, Electronic Warfare and Operations. Also took on the roles as Executive Officer on the B.A.P. Mariátegui and Commander of the B.A.P. Palacios. Other operational services include his assignments as part of the Task Force for the Ucayali Region and the Amazon Naval Force.

In the technical and administrative field, he provided services in the Modernization Commission of the B.A.P. Almirante Grau, as well as holding the positions of General Superintendent in the Industrial Service of the Navy-Electronics (SIMA Electronica), Deputy Chief of Arms and Electronics Service, Head of the Operations Division of the Command of the Navy headquarters, Head of the Operations, Plans, and Policy Division of the Navy Chief of Staff; Plans Officer of the Staff of Inter-American Defense Board, Head of the Project for Commissioning of the B.A.P. Palacios, Head of Plans, Programs and Budget for the General Logistics Director and Chief of the Department of Supervision, Policy, and Strategy of the Navy Chief of Staff.

On January 1, 2008, the government promoted him to the rank Rear Admiral, at which rank he  served as Chief of the Command and Control Division of the Joint Staff of the Armed Forces, Director of Naval Material Readiness, Defense and Naval Attaché to the Embassy of Peru in France and Deputy Chief of the General Staff of the Navy.

On December 2013 the government promoted him to the rank of Vice Admiral and assigned him as Commander of Naval Operations in the Amazon Region and Joint Operational Commander in the Amazon Region. He later he assumed the position as Director General of Logistics of the Navy.

Since June 2015, after being elected by member states, he was assigned to the Inter American Defense Board as the Chairman of the Council of Delegates.

He is married to Jubitza Luján Cebrecos and has three children: Andrea, Luis Gonzalo y Nicolás.
