The President of the Council of Delegates of the Inter-American Defense Board (IADB), Vice Admiral Gonzalo Rios Polastri, met with the Executive Director of CARICOM IMPACS, Mr. Francis Forbes, and Staff, on the 24th November 15 in Port of Spain, Trinidad and Tobago. 

The meeting was very productive and focused on the potential for further collaboration between CARICOM IMPACS and the IADB. 

The meeting initiated with respective presentations from both CARICOM IMPACS and the IADB, information that allowed for the establishment of clear understanding of the roles and responsibilities of both organizations, and the complementarity of the functions of the Board with those of the Secretariat of Multidimensional Security (SMS) of the OAS. 

As a result, a series of themes of common interest were identified, including:

a.    requirements for improved information exchanges between the different defense and security organizations or conferences that exist at different levels within this hemisphere;

b.    lessons learned on methods to counter Improvised Explosive Devices (IEDs);

c.    legislation regarding the employment of the armed forces in non-traditional duties;

d.    natural disaster responses;

e.    capacity building in defense and security matters;

f.     crisis management;

g.    cyber-defense;

h.    counter terrorism; and

i.      arms control.  

It became evident that these themes of common interest warranted the investigation of the potential for further collaboration between the IADB and the different components of CARICOM IMPACS, that it be its Headquarter, its Joint Regional Communications Centre, or its Regional Information Fusion Center. 

Mr. Forbes and staff were very appreciative for this visit of the IADB and were very enthusiastic regarding the potential that exists to strengthen their relationship with the IADB, and as a result better support the CARICOM region.
